We degrease, sand, fill and prime before the topcoat goes near it. Old paint runs are flattened, cracks are filled, loose edges are dealt with, and every coat gets time to harden before the next.
On stairs and spindles, that means working by hand. The brush has to follow the profile, not flood it. The aim is clean shape, not a thick coat that hides the detail.
